According to obituaries published in several state newspapers, McCartney died Tuesday at his home in Morgantown. He was 90.
He was appointed as secretary of state in 1975 by former Gov. Arch Moore and served through January 1977.
McCartney was a graduate of West Virginia University, where he served as an assistant athletic director from 1947 to 1951.
He also was a member of several state and local bodies, including the West Virginia Ethics Commission.
Funeral services are scheduled for 11 a.m. Monday at Suncrest United Methodist Church Drummond Chapel.
